WASHINGTON (Sinclair Broadcast Group) — Discussions about police reform often overlook one key problem. In the United States, there are 18,000 police agencies ranging from departments with two or three officers to tens of thousands. While federal policing guidelines exist, each agency, under local or state jurisdiction, has its own standards of practice that can vary dramatically from others.
